Scholarships Renamed for 2023

The DAPAA JAX Chapter has been awarding scholarships since 2014 and have added scholarships up to now in 2023. We will add one new scholarship this coming year that being a Graduate Edition of the Elizabeth D. Nealin STEM Excellence Sustainment (SES) Scholarship (Graduate Degree).

We also will increase the amount of each scholarship award from $1000 to $2000 for the STEM, Business and Leadership, Patriot, Elizabeth STEM Undergraduate and Graduate. We also will increase from $2000 to $3000 for the Founders and Thomas University Educational Excellence Scholarship Award.

The DAPAA BOD voted to re-name the scholarships and they will be re-named as follows:

We will be making name changes to our scholarships: First up the DAPAA JAX Patriot Scholarship will be renamed the William “Bill” Bahnmaier Patriot DAPAA JAX Chapter Scholarship.

Bill Bahnmaier

“Bill” Bahnmaier is a graduate of PMC 85-1.  After graduation, he served as the PM for the Marine Corps Assault Amphibious Vehicle (AAV) – a major USMC system.  When he retired from the Marines in 1989, he continued his service to national defense as an instructor and chairman in the DAU Program Management and Leadership Department; as a course manager for the successful fielding of the PMT 352 advanced certification course; and acted as the DAU Risk Management Coordinator. He has been a DAUAA member since 1985 and has had the privilege of serving as its president since 2006.  During his 29 years of active duty as a Marine, he advanced from platoon leader to Marine Expeditionary Unit (26 MEU) Commander.  He served two combat tours of duty in Vietnam. He has a BS degree in Mechanical Engineering, an MS degree in Financial Management, and is a resident graduate of the U.S. Army War College.  He currently serves as a volunteer at DAU and at the National Museum of the U.S. Army and was elected as a member-at-large of his Retirement Community Residents’ Council.”

The DAPAA JAX STEM Scholarship will be renamed the Wayne Glass STEM DAPAA JAX Chapter Scholarship.

Wayne Glass

Wayne Glass is a graduate of PMC 87-1, numerous other DAU courses and is Level III DAWIA certified in multiple functional area career fields. He was the ninth President of the Alumni Association (1995-1997) and has served on the Board of Directors for over 30 years. He served as the DAUAA VP for Operations for 25 years and is the current Vice President for DAUAA’s support of the DAU Symposium and Hot Topic Forums. Wayne was DAU’s internal manager for the DAU Symposium for over 18 straight years. The largest attendance and most successful DAU Symposiums occurred during those years. 

Wayne’s military service spanned four decades, and included multiple assignments in both the operational and acquisition communities. He commanded several combat units during his career. During the war in Vietnam he was an infantry company commander in the 1st Cavalry Division and also served in a troop leadership position in the 11th Armored Cavalry Regiment. As a DoD civilian he served on training missions in Iraq and Afghanistan. In the Army Wayne served in various acquisition, requirements, testing and logistics positions in the US Army Training and Doctrine Command, US Army Test and Evaluation Command, the Army Materiel Command, and in the Pentagon. His last duty assignment was at the Defense Systems Management College where he was a professor, as well as a course manager and seminar director. After retirement from the Army, Wayne worked in defense industry in various acquisition positions to include systems engineer and program manager. In 2001, Wayne accepted a position at The Defense Acquisition University where he served as both the Director of over 160 DAU Strategic Partnerships (that he established), as a director of numerous other DAU programs, and as a Professor of Systems Acquisition and Program Management, Life Cycle Logistics and Leadership. After retirement from federal service in May 2018, Wayne and his wife built a new home in Williamsburg, VA where he has become very active in serving in the Osher Institute at William and Mary College. He also leads horses at a therapeutic riding stable in support of cognitively and physically challenged children and a few adults near Williamsburg, VA. In addition, he is also on the Board of Directors of the James City Lions Club, a member of the American Legion, a very active member of the Williamsburg chapters of the Veterans of Foreign Wars (VFW), Vietnam Veterans of America, and the national 11th Armored Cavalry (Blackhorse) Regiment Association. In his leisure time Wayne is a member of the Ford’s Colony Model Train Club, plays on two softball teams (one of which is a national tournament team that has won multiple national and world championships), works hard at his golf game, plays tennis and pickleball, cycles and spoils his grandchildren.

Wayne graduated from numerous colleges and universities. His terminal degree is from the University of Virginia.

The DAPAA JAX Business/Leadership Scholarship will be renamed the Mike Dorohovich Business/Leadership DAPAA JAX Chapter Scholarship.

Mike Dorohovich

Mike Dorohovich is a retired Army Signal Corps Officer with over 41 years of information management, knowledge management, and leadership experience obtained over a military and civilian career working in environments from tactical to strategic levels.  Assignments also included serving as a Company Tactical Officer and as the USCC Chief of Operations and Logistics at West Point.  In the later part of his service on active duty, he was responsible for efforts to establish one of the first DoD knowledge management programs while at the United States Atlantic Command and then served as the Chief Knowledge Management Officer at OSD(C3I).  Since retirement he has supported both the Navy Acquisition Reform Office and the Defense Acquisition University in a several contract support roles including his last as Project Manager for GDIT supporting DAU.

The first of two of Mike’s strongest passions is the understanding of just how important that the defense acquisition workforce is in ensuring that the Soldiers, Sailors, Airmen, and Marines that protect and defend the United States have the equipment needed to accomplish their missions.  That is what Motivated him to serve as a member of the DAUAA Board of Directors for 15 years, first as a director at Large, and subsequently as the Vice President for Communications.  While serving on the DUAAA Board of Directors, he, lead the effort to establish and maintain the DAUAA Scholarship program, worked with the DAUAA President and Vice President to initiate the Hot Topic Training Forum program, and facilitated the association’s website and the DAUAA LinkedIn Group.

Leadership has been Mike’s highest priority for many decades, both from the perspective of striving to be the best possible leader in all his endeavors, but equally in working to develop the generation of leaders behind him in a manner that will produce leaders understanding their own responsibility in doing the same to produce future leaders on their watch.

Mike’s formal education includes a BA in Criminology from Indiana University of Pennsylvania, a MA in Leadership Development from the Eisenhower Institute at the United States Military Academy, the Signal Officer Basic and Advanced Courses, the Communications and Electronics Staff Officer Course, CAC3, and the Command and General Staff College.

The Founders Scholarship will be renamed the DAPAA JAX Chapter Duane W. Mallicoat Founder’s Scholarship

Duane Mallicoat

Duane Mallicoat serves as the President of the Defense Acquisition Professionals Alumni Association, Jacksonville, Florida Chapter. His background is with DoD specifically the US Navy when he served for 30+ years and retired as a Captain. His specialty was Aviation Maintenance, Life Cycle Logistics and Requirements. Upon his retirement he served as a Professor of Acquisition, Life Cycle Logistics and Requirements for Defense Acquisition University, Mid Atlantic Region and was promoted to Associate Dean of Outreach and Mission Assistance. He has also been an Adjunct Professor for Embry Riddle University and Webster University and most recently as a High School Teacher teaching Family Life Skills at a private Christian School.

2023 Scholarship Applications should be available by October 2022 and will be available on the DAPAA JAX Chapter Website at www.dapaajax.org.
